When should tree and hedge work be avoided because of nesting birds?

What happens if a protected tree in Frome is cut down without permission?
Cutting down, uprooting or wilfully destroying a protected tree is a criminal offence under the Town and Country Planning Act 1990. The fine is unlimited. Somerset Council also requires at least 5 days' written notice before a protected tree that poses a safety risk is cut down, even in urgent circumstances.
